You are the host of many electrical contractors, and their electrical/non-electrical subcontractors who work at your sites on a daily basis. During your large planned outages you bring in additional electrical/non-electrical contractors in to perform maintenance & repairs on your sites electrical equipment. You are subject to OSHAs Multi-Employer Worksite Policy CPL 02-00-124 and have a completely different set of responsibilities and risks to mitigate. You need to start asking questions and obtaining data from each contractor to protect your company, or yourself. You must know what your site hazards are, as well as how your contractor plans to mitigate those hazards. You must understand what the civil and possible criminal impacts could be if you are visited by an OSHA compliance officer after an accident or worse a death on the worksite. This presentation will provide an overview of OSHAs Multi-Employer Worksite Policy CPL 02-00-124, as well as details on how to prevent regulatory multi-employer worksite issues with contractors that routinely work at your site, and those contractors who periodically work on site.

Training is such an integral component of any employer’s safety and health program and ensuring that employees understand and not merely from a linguistic standpoint is sometimes challenging. In the December ASSE 2011 article entitled, “Conducting an Effective Needs Assessment”, uncovered the amount of money employers spend on training. The article indicated that in 1992, Broad & Newstrom reported an estimated $50 Billion was spent each on formal training, with another $90-120 Billion on less structured training. ASTD estimates in 2010 US organizations spent $125.88 Billion dollars on training. In 2010, OSHA issued a memo requiring the use of FRC for most oil and gas workers. At this point, it is unclear what the parameters behind appropriate FRC for these tasks should be. To offer protection to employees against an unpredictable hazard, employers must carefully weigh FRC options before choosing their final option. This presentation will focus on three levels of flash fire compliance and offer guidance into the protective capabilities offered by each: 1. Garments that meet the requirements of NFPA 2112. 2. Garments made from materials that have been flash fire tested, but do not fully meet the requirements of NFPA 2112. 3. Garments that meet the ASTM D6413 requirement, but have not been flash fire tested. In addition to discussing the above compliance options, this presentation will outline the safety benefits of closed-loop FRC tracking.

Every year thousands of employees are injured due to distracted driving or driving under the influence. Don’t become a statistic. Drinking and the workplace are rarely a good mix. And when it comes to safety, it’s an especially bad idea to mix the two. Alcohol is a factor in up to one in four workplace accidents. Heavy drinkers are two to three times more likely to be involved in industrial accidents than non-problem drinkers. Even after alcohol has left your bloodstream, the risk of accidents remains heightened. In one study, airline pilots performed routine tasks in a simulator: 1)Before drinking any alcohol, one in 10 could not perform all the tasks correctly. 2)With a BAC of 100mg%, nine out of 10 could not perform all the tasks correctly. 3)After 14 hours, when all the alcohol had left their system, two-thirds still could not perform all the tasks correctly. In Texas, more people are killed in DUI crashes than in any other state. The state also is one of the worst states in the percentage of fatalities involving a drunk driver. Texas does not require ignition interlocks to be installed in the vehicles of all convicted drunk drivers.

This paper will discuss the recent advances in protective performance testing of flame resistant clothing, focusing on new groundbreaking research on the duration and energy of actual hydrocarbon flash fires outdoors. This research, conducted at TEEX, was able to quantify how long these events last and how much energy they release, and HD video of the work will be used extensively. The second section covers the largest and most comprehensive hydrocarbon flash fire burn series ever conducted at an independent lab. This testing ran for 4 years at the University of Alberta, and involved several hundred flash fires. An instrumented maniken predicted extent, severity and location of any resultant body burn injury, allowing detailed analysis of protective performance. Most major FR fabric types and weights were examined at multiple exposure levels, including meta-aramids, meta-aramid/rayon blends, FR cottons, FR cotton/polyamide blends, Polybenzimidizole and its blends with para-aramid and para-aramid/rayon, disposables, outerwear, and more. Extensive video coverage accompanies the data, and post-exposure garment samples will be shown as well. The importance and mechanisms of FR clothing will be highlighted through video of non-FR garments in flash fires, and an examination of body burn injury. Relevant standards, such as ASTM F-1930, and NFPA 2112 & 2113 will be discussed, as will the new NFPA 70E (electric arc) standard. Attendees will leave with the most current, independent and comprehensive protective performance information available

In many circles, Behavioral Safety and Safety Culture are considered synonymous. In reality, they are distinctly different. Safety Culture acts as a foundation for the actions of employees. Behavioral Safety works from the employee level up. Safety Cultural is driven from the top down. Both represent deliberate attempts to enhance workplace safety in a very strategic manner. Behavioral Safety relies on process related metrics to measure success. Safety Culture is measured using perception surveys, focused interviews, or behavioral observations. Scientific literature provides information about the power of a Behavioral Approach to Safety indicating reductions in injury frequency and severity can range between 25% and 40% after one year of application. Safety Culture Evaluations are known to be the most reliable indicator of safety performance and optimization of the safety culture has been shown to lead to marked improvements to injury rates, severity rates, employee morale, productivity, and the measured quality of work. When combined in a deliberate and thoughtful manner, Behavioral Safety and Safety Culture create the most effective approach to safety. This session will outline the similarities and differences of Safety Cultural and Behavior Based Safety. Then a means of combining them seamlessly will be described. This new methodology will show how the interrelatedness of Safety Culture and Behavioral Safety align for this very logical combination. In 2010, OSHA issued a memo requiring the use of FRC for most oil and gas workers. At this point, it is unclear what the parameters behind appropriate FRC for these tasks should be. To offer protection to employees against an unpredictable hazard, employers must carefully weigh FRC options before choosing their final option. This presentation will focus on three levels of flash fire compliance and offer guidance into the protective capabilities offered by each: 1. Garments that meet the requirements of NFPA 2112. 2. Garments made from materials that have been flash fire tested, but do not fully meet the requirements of NFPA 2112. 3. Garments that meet the ASTM D6413 requirement, but have not been flash fire tested. In addition to discussing the above compliance options, this presentation will outline the safety benefits of closed-loop FRC tracking.

Every year thousands of employees are injured due to distracted driving or driving under the influence. Don’t become a statistic. Drinking and the workplace are rarely a good mix. And when it comes to safety, it’s an especially bad idea to mix the two. Alcohol is a factor in up to one in four workplace accidents. Heavy drinkers are two to three times more likely to be involved in industrial accidents than non-problem drinkers. Even after alcohol has left your bloodstream, the risk of accidents remains heightened. In one study, airline pilots performed routine tasks in a simulator: 1)Before drinking any alcohol, one in 10 could not perform all the tasks correctly. 2)With a BAC of 100mg%, nine out of 10 could not perform all the tasks correctly. 3)After 14 hours, when all the alcohol had left their system, two-thirds still could not perform all the tasks correctly. In Texas, more people are killed in DUI crashes than in any other state. The state also is one of the worst states in the percentage of fatalities involving a drunk driver. Texas does not require ignition interlocks to be installed in the vehicles of all convicted drunk drivers.

This paper will discuss the recent advances in protective performance testing of flame resistant clothing, focusing on new groundbreaking research on the duration and energy of actual hydrocarbon flash fires outdoors. This research, conducted at TEEX, was able to quantify how long these events last and how much energy they release, and HD video of the work will be used extensively. The second section covers the largest and most comprehensive hydrocarbon flash fire burn series ever conducted at an independent lab. This testing ran for 4 years at the University of Alberta, and involved several hundred flash fires. An instrumented maniken predicted extent, severity and location of any resultant body burn injury, allowing detailed analysis of protective performance. Most major FR fabric types and weights were examined at multiple exposure levels, including meta-aramids, meta-aramid/rayon blends, FR cottons, FR cotton/polyamide blends, Polybenzimidizole and its blends with para-aramid and para-aramid/rayon, disposables, outerwear, and more. Extensive video coverage accompanies the data, and post-exposure garment samples will be shown as well. The importance and mechanisms of FR clothing will be highlighted through video of non-FR garments in flash fires, and an examination of body burn injury. Relevant standards, such as ASTM F-1930, and NFPA 2112 & 2113 will be discussed, as will the new NFPA 70E (electric arc) standard. Attendees will leave with the most current, independent and comprehensive protective performance information available

In many circles, Behavioral Safety and Safety Culture are considered synonymous. In reality, they are distinctly different. Safety Culture acts as a foundation for the actions of employees. Behavioral Safety works from the employee level up. Safety Cultural is driven from the top down. Both represent deliberate attempts to enhance workplace safety in a very strategic manner. Behavioral Safety relies on process related metrics to measure success. Safety Culture is measured using perception surveys, focused interviews, or behavioral observations. Scientific literature provides information about the power of a Behavioral Approach to Safety indicating reductions in injury frequency and severity can range between 25% and 40% after one year of application. Safety Culture Evaluations are known to be the most reliable indicator of safety performance and optimization of the safety culture has been shown to lead to marked improvements to injury rates, severity rates, employee morale, productivity, and the measured quality of work. When combined in a deliberate and thoughtful manner, Behavioral Safety and Safety Culture create the most effective approach to safety. In the December ASSE 2011 article entitled, “Conducting an Effective Needs Assessment”, uncovered the amount of money employers spend on training. StormReady is a National Weather Service program, and sites have to go through an application process to achieve that Designation. StormReady, a program started in 1999 in Tulsa, OK., helps arm Americas communities with the communication and safety skills needed to save lives and property before and during the event, according to the NWS. StormReady communities are better prepared to save lives from the onslaught of severe weather through better planning, education and awareness. After going through the application process and meeting the requirements to achieve the StormReady designation, the McKee Weather Team successfully met the requirements and is now recognized as a StormReady Supporter by the NWS. In this workshop we would discuss the necessary equipment and software needed to build your own weather station. The make up of a weather team for your site and establishing the protocols for the team. The training needed to breakdown the radar images. The relationship building with the community and the National Weather Service. The cost savings that come from not having to shut down production, from storm warnings that aren't affecting your area.
